During our last play session, a few questions came up. I would
greatly appreciate any answers.
1) Does Talbot's chainsaw FORCE an untapped, ready vampire to attack?
2) Given that a vampire can not play multiple action modifier cards of
the same type, can a person who has two Vampires with superior obfuscate
play two Cloak the Gatherings on a third vampire? (His argument being
that Vampire A is playing Cloak on Vampire C, and Vampire B is playing
Cloak on Vampire C, so the rule is not violated.)

I know the answer to this is yes, but I can't quote you the

His reasoning is correct. Vampire C could also play it on
herself, if she had at least low level Obfuscate. I don't think there was
ever an official ruling to this, since the rules state a minion may
only play one...blah blah blah, however, Tom has jumped in a few times to
clarify this point.

Certainly (note that the section in the rulebook stating "only one of a given
action modifier per methuselah" has been errata'ed to say "minion")

2) Sections 7.2.2 and 14.4 have conflicting statement about how
many times an action modifier may be played during a single
action. Section 7.2.2 is correct; the same *minion* may only play
a given action modifier once, but potentially each minion
controlled by a player may use the same card to modify an action.
This means that all of your vampires may play Cloak the Gathering
on the same action (assuming they all have superior obfuscate),
that an action modifier can be repeated if Mask of 1000 Faces is
used, and so on.
